Modify release process to explicitly state that ARL waives its patent rights #32
Description
Although the IEC waives any and all of ARL's potential patent rights as a part of the process, this isn't documented in a manner that is visible from the outside. This needs to be corrected so that downstream users are comfortable using any code that is under CC0, which doesn't deal with patent issues.
