Absolute positioning of resource card content causes Resources menu items hard to select #234

Describe the bug
The absolute positioning of resource card content in the main content area can overlap with an open menu (i.e. Resources menu), causing items in the menu hard to select and causing erroneous selection of card content link instead.
To reproduce
Steps to reproduce the behavior:
- Go to https://co-design.inclusivedesign.ca/building-blocks/facilitation/
- Click on Resources menu
- Notice how the menu is rendered behind the links of the resource cards, and the last item in the menu "Reflection" is hard to select using mouse.
Expected behavior
The menu should visibly appear on top of the main content, and all items be easily operable by mouse / gesture input.
