Mobile menu is not visible on any resource collection page #235

Describe the bug
The mobile menu for site navigation is not visible on any Resource collection page because the color for the Menu button is the same as the background colour of the site header.
To reproduce
Steps to reproduce the behavior:
- Go to https://co-design.inclusivedesign.ca/building-blocks/co-design-plan/ on mobile
- Notice that the navigation menu is not visible.
