Code interpreter file upload offered for agents that do not support it

What happened?

When an agent is configured without "run code" selected in its configuration, LibreChat will still offer users the option to upload files for code interpreter. Doing so produces unexpected results since the file is not available to the LLM when the message is sent.

• Create an agent without code interpreter enabled (or disable it via interfaces in YAML).
• Click the paper clip attachment icon.
• Sadness.
