chore(deps): bump tmp and inquirer

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [inquirer](https://github.com/SBoudrias/Inquirer.js). These dependencies need to be updated together.


Removes `tmp`

Updates `inquirer` from 9.3.7 to 12.9.4
