No, that's not possible. Imagine a scenario like this:

Scenario: End of line comments are difficult 
  Given order #1234 is ready
  When the order is delivered # with Jira EELS-5006 as a requirement
  Then my hovercraft is full of eels #TODO: fix this

You can not create a rule to tell the difference between a hash being used as part of the step and as a comment. You can only tell the difference because as a human you understand the context.

So that's why, with the exception of tags, comments must start the line.
