Crates currently cost 100 plus the actual order when ordering items, so before this change it would be +400 credits for free when ordering anything, minus the cost of the actual order. This fixes that.

Bugfixing and some more balance changes related to the cargo elevator will come.

Alright, the other bugfixes will be a separate PR to keep this simple and straight to the point. This make the base handling fee 20 credits unless operations change it and make crates only cost 30 credits. There is also the shuttle fee costing another 20 credits, apparently dependent on the supplier. At least it is cheaper now than before, though i'm not sure if it is cheap enough yet to make it worth it for non-department orders. Some examples below, with the handling fee still being 50.
