Copied the current configuration file used by SDK validation pipeline and added buildScript option.

Pull Request Overview

This PR adds a configuration file for the azsdk-cli tools to support SDK generation workflows. The configuration is based on the existing SDK validation pipeline setup and includes a new build script option for package processing.
