Add GameSpy4/UT3 query protocol support

Feature Description

• Add support for the GameSpy4/UT3 query protocol. This does not necessarily need to be added to the protocol rotation for server detection considering that this service is typically disabled by default within the Java server.properties configuration file. It can be considered optional and explicitly set when desired. Addition of this feature would essentially provide comprehensive coverage for all available protocols.
