Summary of the discussion
This PR proposes a new layout for the oemetaBuilder (metaeditor) page. Currently we only have one large Web-Form which can become quite overwelming. The new layout splits the navigation controles into a sidebar and keeps the form field editor are in a content area. Then users can navigate to specific elements using the sidebar. Also managing resources is done there to avoid endless scroling in case of multiple data resources (multiple tables)
