Description
This PR includes changes so that bpftool, cgrouprate, alignchecker, addr_test, tracepoint, and metricwithpod tests do not run on Windows.
Also excludes policyfilter/map_test and policyfilter/state_test on Windows due to difference in behavior on Windows,
