IsWindowsPathcode to reflect latest codebase from go SDK https://github.com/golang/go/blob/master/src/internal/filepathlite/path_windows.goexport func so it can be used by Docker Compose while preparing build mounts, to detect a absolute remote windows path (see docker/compose#12750)
