As choices list is only instantiated if the option type supports choices

This PR fixes
OptionDatathrowing a NPE when users attempted to add choices on an option which doesn't support them.It also prevents instantiation of
OptionDatawith the subcommand(group) type, as far as i can tell, JDA does not do such thing
