Bug: Hugo doesn't seem to put H2 headers in the ToC?

For some reason, H2 headers (lines prefixed with ##) aren't included in the table of contents (ToC). It does render a space for them. 😕

I'll need to test if Hugo is rendering blog pages differently than the docs, but the way this fixes on the Docs side is to not use an H1 - start at H2, then H3, etc. (So H1 -> H2, H2 -> H3, etc.)

I looked into this and it appears that this is because there isn't a [markup.tableOfContents] section specified in the hugo.toml file. To quote the relevant Hugo docs:

By default, the TableOfContents method returns an unordered list of level 2 and level 3 headings. You can adjust this in your site's configuration...

Introducing this change would result in a change of rendering on every single page's ToC though.
