Intermittent hang on windows with `ev/deadline` - results in github actions timeout

Intermittent hangs on windows with more rigorous testing of ev/deadline needs to be investigated. I suspect a deadlock or race condition that is not present in the posix implementation.

build_win test hangs at ev/deadline call for me in one windows machine, but works on another windows machine.
