The current behavior does not recognize RegionConcurrencyType as a CloudFormation StackSet Operation Preference.

This change adds the ability to provide RegionConcurrencyType of 'PARALLEL' or 'SEQUENTIAL' for the CloudFormation StackSet Operation Preferences.
