an updated version of Chart.js => v2.9.3 and mermaid => v8.6.4 mermaid now support new diagrams: state diagrams, user journey, diagrams Chart.js also support new graphs and tooltips

Duplication of code for pulling the copyright date. Now all pages(home/archive/...) will be updated with the variable `COPYRIGHT_DATES` in `locale.yml`
