KEP-5495: Deprecate IPVS mode in kube-proxy

• Other comments: It feels a little weird to have a KEP that only deprecates ipvs, and doesn't remove it. As such, a lot of the sections are filled in as "N/A". I wonder if renaming this as "Remove IPVS mode in kube-proxy" makes sense, and start the journey of removing IPVS. The first PR (for K8s 1.35) would only focus on deprecating, meaning a lot of the KEP may be blank as we figure out the removal plan.

KEP-5343 is supposed to cover the bigger picture. But I wanted to make sure at least the "officially deprecate ipvs" part happened in 1.35 even if we didn't figure out the rest of the KEP in time.
