[Improvement]: No "Go Back" option for the user after a failed deployment in Fabric #20089

I was attempting to deploy a database in Fabric (expecting it to fail).
The failure path shows me the error message as expected but will not let me go back to review the settings I had applied / options I have selected.
Steps to Reproduce
- Attempt to create new deployment in Fabric, in an environment with no permissions.
