Support target override for wdk-pre-commit-flow task

1. wdk-pre-commit-flow is a convenience task for developers to validate WDR changes locally for the host architecture. However, it might be beneficial to extend this task to support other targets.
2. The local-development-makefile workflow will need to be updated to run with multiple targets once this change is implemented.

Note: This issue — #348 — could potentially be a dependency for enabling this support. Validate this.
