Remediation in Linux Policy's Ensure secure permissions on /etc/passwd- are set does not stick #397

Description

Describe the bug
The Linux policy has a check Ensure secure permissions on /etc/passwd- are set that has the user just change the permission on this file. The problem is any changes to a user will revert the permissions. We need an updated remediation step that will stick. The same problem most likely exists for the /etc/group- check as well.
