Cache CI Testing

Unsure if this might help in taking down CI test times

### Motivation

Cache helps to reduce time required to fetch packages. This can reduce CI time.

### Pitch

I can point to a few cache resources and how they do it in GitHub actions.
If we can add this and probably reduce time it will be great.
