clarifying charter requirements

Context: projects have charters, but some projects also have other governance documents that describe various aspects of the project's policies and procedures.

There is a charter template but so far I've been unable to find any canonical guidance on what is actually required to be in the charter.

This is immediately relevant because projects working on governance changes do not want to burden the CPC with charter reviews for aspects which do not require that degree of oversight/review.

If the charter template itself IS the canonical guide to charter requirements, that is fine -- this issue seeks to clarify this.
