restore: data corrupt when restoring partition tables #40177

1. Minimal reproduce step (Required)
Bakcup a cluster, where:
- the table with hugest table ID is a partition table.
Then restore it with BR.
Create some new tables after restore.
2. What did you expect to see? (Required)
Everything goes well.
3. What did you see instead (Required)
One of some:
- The newly created table are corrputed.
- The table restore deleted soon.
4. What is your TiDB version? (Required)
Current master.
