Update dependency pebbledb to an official release version #52402

Enhancement
[email protected] should be more stable than the current used commit hash. I want to update to dependency to the version because there are some known issues in TiCDC:
- Redo log apply failed: Error: [CDC:ErrRedoFileOp]redo file operation: msgp: attempted to decode type \"int\" with method for \"map\"\n tiflow#6367
- cdc server panic since pebble event sorter iter read nil value tiflow#10853
So let's upgrade it in both TiDB and TiCDC.
