Deprecate and remove tidb_enable_table_partition

## Enhancement
Table partitioning has been GA for several LTS versions and requires explicit syntax to use, so the legacy system variable `tidb_enable_table_partition` does no-longer make sense. It should be deprecated and always set to ON.
