Provide a storage target option for BR restore checkpoint data #59572

Enhancement
The BR restore checkpoint data is currently stored in the downstream cluster. However, in the log restore, the insertion of checkpoint data blocks kv-writes of log data, which slows down the log restore.
Therefore, BR should provide a storage target option for BR restore checkpoint data.
