What problem does this PR solve?

this is an example pr to demonstrate my idea. Will add more detail and test later

during our test on stale read on tidb, we find out that there's unbalance read traffic to some of the tikv nodes. During our investigation, we find out that i's async_commit will cause the lagging of resolved_ts. Before we make stale read more stable, I'm looking for adding an option in lightning to disable the async_commit

Hi @guoshouyan. Thanks for your PR.

I'm waiting for a pingcap member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
