ddl: revert 'query from min job id'

What problem does this PR solve?

Issue Number: ref #53246

Problem Summary:

What changed and how does it work?

• ddl: query since min job id for tidb_mdl_info #54142 and ddl: query since min job id to mitigate slowness due to un-compacted deleted kv #54122 requires that jobs are inserted into table in id order, but currently job id allocation and insert job are in 2 txn. and as 8.2.0 will be code freeze at 6.25, we don't have time to fix it, so revert those 2 pr first.
