return TiFlash system table by grpc rather than http

Issue Number: close #6941

Problem Summary:

What is changed and how it works?

1. add an grpc interface grpc::Status GetTiFlashSystemTable(grpc::ServerContext * grpc_context, const kvrpcpb::TiFlashSystemTableRequest * request, kvrpcpb::TiFlashSystemTableResponse * response) to get tiflash system tables
2. remove http server
3. clear http related code
