This is targeting the V3 branch that is no longer maintained. I am not surprised the CI no longer works as well. |

Oh I missed that. @yihong0618 that is not really maintained anymore and we strongly recommend you to upgrade to pymc 5.6.0. |

What is this PR about?
We use pymc3 and need to upgrade the scipy version because the current locked version is < 1.81, preventing successful
installation.
