Make Tracer pass
options.startTimeas is to theSpanbeing created, similar to what the reference implementation does: https://github.com/open-telemetry/opentelemetry-js/blob/v2.0.1/packages/opentelemetry-sdk-trace-base/src/Tracer.ts#L68.
