FV3 repo renamed to UFSATM (upcoming change to UFS)

What is wrong?

As of ufs-community/ufs-weather-model@d4bac23, the FV3 repo and directory have been modified due to the inclusion of MPAS.

This has not changed any physics or model results. This has not changed anything fundamentally with UFS. Current GW setup will be working as intended until this hash is updated in ./sorc/

There are, however, instances where pathing to FV3 is used in the GW scripts and those instances will need to change once the UFS hash is updated in GW. Ex: dev/jobs/upp.sh#L20
