Don't GC row in `tidb_ttl_table_status` if the current status is running

Now, the DoGC in ttl job manager will also remove the row if the status is running and the table has been removed. It'd be better to not remove it and only wait for the owner itself to finish this job. Then we can revert part of the #58539.
