br: error out when exchange partition in/out filter range during pitr restore

## Enhancement

We don't support pitr with filter when exchange partition happens that moves partition in/out of the filter range. To support that we need to operate restore on partition level which is not easy to do right now in BR. It can be a future feature if needed once we have partition level granularity
